Project Notification Letter

Dear Property Occupant:

We would like to advise you that a contract for roadway improvements on Big Bend Road has been awarded to Pace Construction Co.,
1621 Woodson Road, St. Louis, MO 63114. The project limits on Big Bend Road are from Laclede Station Road to near Manchester Road.

This project is funded by Federal and County funds and will be accomplished without additional direct cost to you. As taxpayers, we all share in the cost of projects throughout St. Louis County. The project provides for removal and replacement of deteriorated and/or damaged pavement, curb, sidewalk, the addition of concrete bus stop pads, pavement surfacing and texturing, Superpave Asphaltic
Concrete overlay, sodding, and other incidental items. In addition, alterations will be performed to existing curb ramp configurations to better comply with federal guidelines.

Please be advised that construction work is scheduled to begin in early November, weather permitting. The length of the construction period is a concern to most people. Unfortunately, the complexity of the construction work combined with the unpredictable weather in the St. Louis region will dictate the length of time for completion. With this in mind, we would expect that the paving work on the project will be completed in the Spring of 2017 and the final restoration work to be completed by early Summer.

The construction work performed will generally take place between the hours of 7:00 A.M. and 3:30 P.M. weekdays, however, milling and paving operations may take place at night. Lane restrictions will be in place at various times and locations. It is recommended that alternative routes be determined and/or sufficient time be allotted for your daily commutes. Emergency vehicles such as police, fire and ambulance will be advised of the construction, thereby allowing these agencies to plan in advance in case there is an emergency in your area.

Several homeowner’s driveways may be removed and replaced as part of this project; notification will be given at least 24 hours in advance of removal and every attempt will be made to have access again to the driveway within three days. We appreciate your patience and cooperation in this matter and apologize for any inconvenience it may cause. We will strive to complete the improvements in an expedient manner and try to make the best temporary arrangements for you.

If you have lawn sprinklers or any other type of device not readily visible located between the curb and the right-of-way line you must identify their location with a stake and flagging prior to work being performed. Failure to do so may result in damage to these devices as a result of the construction work.

It will be necessary to store some material (rock, etc.) at the job site, which will be removed after completion of the project. Disturbed areas will be sodded or seeded, depending on the area disturbed. When sod is placed, the contractor will maintain it for a period of five weeks, after which it will become your responsibility to maintain. It is recommended that mowing be limited to a length no shorter than 3”.

Mr. Dan Mann, Project Manager for St. Louis County, will be the Resident Engineer assigned to the project. Mr. Mann may be reached at 314.565.3567 to respond to on-site inquiries. Should Mr. Mann not be available, please contact Mr. Russ Leach, Assistant
Construction Division Manager at 314-615-1167 during normal working hours (6:30 A.M. to 3:30 P.M., M – F). A voice mail message may be left at either of these numbers and a response will be returned as soon as possible. Tim St. John will be the Superintendent for Pace Construction Co.; he can be reached at 314.486.2390.

If there is an emergency after normal working hours, please contact the St.Louis County Police Dispatcher at 314-889-2341.

We appreciate your patience during the construction of this project and apologize for any inconvenience this may cause you. Every effort will be made to complete the construction work as soon as possible. Remember, construction areas can be dangerous. If you have children, remind them to stay away from the work areas at all times. For the safety of the traveling public, yourself, and the workers, please reduce your speed and drive cautiously through the construction zone.
